The President appointed, in terms of the Electricity Act,  seven (7) Commissioners, three (3)  of whom are Executive including the Commissioner General. The Commission operates independently in order to be an effective regulator. The Commission is funded from licence fees and levies imposed on licensees in the generation, transmission and distribution business.
